Whoa I am currently involved in this process and I am doing all by myself (no agents), so I can tell you a bit about it.

No, there's no online application filing process for DL in India yet. To be true, I was surprised how this actually happens lol.

I went to the RTO office, filled up the Learning License form (cost 7 Rs.), take 2 passport-sized photographs, DOB proof (10th marksheet) and address proof (Bank statement or whatever) along with you. You would be asked to pay 60 INR fee while submitting the form, and almost 100-150 INR in black to different people over there lol.

Then you need to hang up in a queue as they have started taking pics, digital thumbprints and signature at the office. After then, you'll be submitting the form with all things passed by "Babus". You can then collect your Learning after 2 days from the office. Its valid for 6 months in exact.

Then after 30 days from the date of issue of Learning License, visit RTO again, fill up the Main DL form (7 Rs. again), paste a passport-sized photoraph and attach the Learning. Submit it with a fee of 300 INR, get it passed (which may cost 100-150 more) and DONE.

You can collect your main DL after a couple of days from the office. Total Fee (w/o bribe): 7 + 60 +7 + 300 = 374/- INR

The funny part is that every staff member were asking for money on my face lol. The learning application process also includes a medical certificate attested by a doctor, but nobody cares about it LOL. You may find a lot of rush on Mondays, so better go on Thursdays or Fridays.

Atlast if you have extra money to spend for DL, get an agent. I saved almost 600 INR by doing it myself, but yeah it cost me a lot of time.
