Yes, the new IPS and FPR are really helpful. IPS helps in increasing the viewing angles of your 3D TV. FPR helps in improving the overall 3D quality. Both these technologies are really helpful and are a hit among the 3D lovers.

No, 3D TV does not effect people who are partially blind any more than a 2D TV does.
